I would look for the best approach/departure angles, heavy duty construction, recovery points, and fits a winch. My $.02

Something that also fits well with the design of the vehicle. Some bumpers i see are ugly and dont fit the contours of the truck. Thats what I like about mine. It almost looks stock, like it was designed by Jeep.

something strong that you can bounce off trees or whatever without damaging it. and with good recovery points. and if its a front bumper, it has to be winch friendly. :-)

I can make a "badass"looking bumper from sheet metal and plastic. Doesn't mean much. Go for departure and appoach angle, and recovery points.
Also, stingers look cool, but if you are only a light wheeler, is it worth the extra money for something you'll never use?

And for me, something you don't have to have cleared by NASA. Sorry, Evans. :) So, a size that fits the truck well and your needs well.

ok as allways i probly didnt explane to well soo for example thers kevins offroad steath bumper for a zj it has an amazingly low profile but is neraly $900 where as there is a discontinued one from harison offroad wich was around 500 not as good aproch angle but its strong ect so would you choose to spend more or keep the extra $400 towrds another mod

I'm a big fan of stinger bumpers :), thats the first thing people see and they always have a puzzled look on their faces. Its great. Now the ZJ, I like the ZJ's bumper because its a simple winch bumper. I would look at Rusty's offroad, they have a lot of nice bumpers and so does JCR. But I would make your own, you did before and they look great.

Those are the kind I like too. There are certain ones that look great on TJs, but horrible on YJs or JKs, and vice versa.
The main things I look for are, in no particular order:
PRICE
STYLING
FUNCTIONALITY
Oh and Evans, dont worry buddy, I like your stinger bumper. I think it looks BA
